As some have said, yes they are oily. But it's the only makeup remover I've found to easily remove waterproof mascara, and if you use a non-greasy makeup remover pad or alcohol pad, it effortlessly removes greasy residue. They're meant for eye makeup, not the whole face, so you'll probably end up using a cleanser or other remover anyway.
