This could be pretty for a photo shoot or whatever, but if you want to add volume and vibrant color under a skirt or dress (which I was) this is it probably the case will not work. This is a very soft, sheer mesh, not real tulle. So it just falls straight down without adding a stool. The rest is fine for the price. The elastic at the waist is quite thick and stretches well. It is fully lined but there are very few layers of tulle so the satin lining is clearly visible. I ordered pink and it was almost more purple. Runs small, I wear 6-8 dresses and this one is XL. I'll probably look for something fluffier as this just doesn't work for what I need. I'm not sure if the words "tutu" and "tulle" are appropriate for this product.
