Cheaply made with a drawstring and broken clasp that was supposed to hold it on the pole.
Very thin material, there is a cord and a clasp to attach to the hoop. The clasp was broken and didn't work so I'll probably just leave the item and try to figure out the best way to attach it to the pole. The product looks good, but in general it is not recommended to buy it with the current cheap way of attaching it to the tire.
