Sizing is extremely wrong

I ordered a Medium for my "fur niece" she's a 2 year old Chizer.this coat was more like an XS for a little skinny months old puppy or small bread pup. My husband could barely fit his two hands cupped together into the CLOSED chest cavity of the coat. I want to order the same coat but now I'm afraid one size up won't work and two sizes up might big wrong also. You get what you pay for also obviously in this case, the material feels flimsy like it can easily take a ripping.
