I have xs and it's still too big. My head is about 20/21 inches. I will say that the hat comes with a drawstring so you can adjust it. The only problem is that the ribbon is so thin that it is very difficult to tie. You also need to tie a bow because I'm afraid it won't be the size I want and I won't be able to untie it if I tie it. I worked for almost an hour, lacing and unlacing. Duct tape that fits my head and I just can't get it to work. It's either too tight and doesn't fit over my head after I tie it, or I don't tie it tight enough and it's still loose. I even considered buying a very small piece of gum to replace the tape. I have a feeling if they had that option it would fit a lot better but I would just return it. I gave two stars because it's very cute and looks good! It just doesn't suit me :( If you have a very small mini cone head, just go to a milliner's shop.
