This is a surge protection device so it has limitations. The size of the jump determines how well it works. Even if you have power outages, your devices won't get power as a result. $5+ for a product and $7+ for shipping seems like an old trick to hide the price in the shipping cost. I hoped such tricks would go away. It is up to you, the buyer, whether you wish to participate. I did this because Revain is my retailer. Later, after visiting Lowes/Home Depot, I see that you can buy similar devices immediately with no shipping costs. 540 J (energy unit) corresponds to 1 W power loss for 1 second. I believe that transients (bursts) on a power line usually occur in milliseconds but can be quite large, especially during thunderstorms. When transients occur, cheaper surge protectors like this typically use passive circuitry (like capacitors, resistors) to filter or dampen the surge to protect your equipment. If the amount of energy is much greater than this 540J unit (e.g. a nearby lightning strike) it's entirely possible that the filter circuit will burn out, but this can save your equipment from the most common events (small transients). For the most part, the pulses that appear on AC transmission lines are likely filtered out, so you should be fine. Remember, don't expect perfection for $5. If you're worried about power outages or stable power levels, get some type of protection that includes a battery and an inverter. This allows your electronics to run for 10-15 minutes (if sized correctly) while properly shutting down. There are inexpensive backup batteries that I would recommend for sensitive electronics, especially computers. (Battery backup protection can cost anywhere from $50 to $500 or even more). I have a sensitive electronic component on my water softener so I am trying this product. The circuit consumes little power. On the other hand, my computers run on APC backup batteries, which gives me around 10-15 minutes in the event of a power outage. I have enough time to properly shut down my systems so that they can function smoothly again later. Voltage spikes that lead to component failure. Do not use this device to protect your computer.
