Breaks down easily, best in event and party supplies

We bought pom poms at school and then wanted to use them for crafts. When you took them out of the box, the packaging was cut up and it turned out we were just missing a couple of balls. Maybe it's just a packaging error. However, in terms of quality. the balls scattered without much effort. It wasn't just a piece of fluff that came loose, it was anything that just fell apart to make a mess. (Think of a stretched cotton swab) Everyone else seemed happy, so hopefully we just had a bad bag.
