Too small to be useful

I have a waist pack that I use for long walks with my dog but I was looking for something smaller and better. This one is too small to be useful. The product description says it's 9 x 8 x 4 inches, but that's an error; This measurement is in centimeters, which is approximately 4x3x1-1/2 inches. It's well constructed, made from durable navy blue fabric with a yellow trim, and has an adjustable silver strap that can be worn around the waist. Has two zipped compartments. The bottom compartment is large enough for a roll of 15 dog waste bags and has an opening for dispenser bags. The top compartment is the same size as the bottom one and has room for house keys, some goodies and some tissues. There is also a flat pocket on the side of the body which can be useful for carrying an ID card. When my dog and I go for a morning walk, I try to take my phone with me in case the dog trips over me and I need to call for help. . (It happened.) This package is too small for my phone. So I thought maybe I could use it on our short night trips and take advantage of its reflective properties. But when I walk my dog at night I also like to take a flashlight with me so I can find what I need to pick up and none of my small (1 size AA) flashlights would easily fit on top of my backpack. . I managed to put one in, but it distorted the shape and probably wore out the backpack quickly. Also, my husband and I checked the backpack's reflectivity and the only thing that turned up was a very small piece of yellow piping. The silver belt didn't seem to reflect any light at all. If the backpack is only used to hold garbage bags, I find it easier to use one of the bag holders that hangs from a leash. The only circumstance I can think of where this backpack would be useful is on a short day walk with no tripping hazard, when no one is home and I need to take my house key with me and where my clothes don't have pockets. It's not worth the trouble.
