Cannot trust this to work

I have an existing tester and bought it as a backup but this tester is inaccurate. I can stick it in a power feed and get nothing, but I move it along the feed and it works. The feeder isn't broken, then why is it working in one place and not in another? I've also tested it on other circuits and again it's not reliable.
