. When I opened it up, it looked like something cheap. It says "Made in Japan" so I thought maybe I'd give it a try. When I took out the pliers and tried to cut the cuticle it was so dull. It wouldn't cut. It says it never rusts but I don't know if that's true because I have to return it.
