Those are just bag hooks!
We've all seen bag hooks designed to be placed on a table and hold a bag on the floor. These are all sold for other purposes of "transferring things". I could also call them "towel racks" and hang a towel on the counter. Or belt hook. Garters are designed for use in robe-like areas, often thicker than a restaurant table. They do not fit on the mantel or any shelves in the living room to display them. Unless I want to hang from a kitchen counter or flimsy kitchen table, it doesn't work. Real garters made for this purpose are required.
