I bought this jacket for my 12 year old daughter to wear on special occasions. Everything worked out. The size in the product description is basically my daughter's size, but the sleeves were a little short and didn't match the overall size. The jacket works well in light rain but I wouldn't recommend it as a substitute for a real raincoat. Also, it's not a very warm jacket, so you'll need extra layers on any cold day. The flash worked perfectly, didn't break for several weeks. Instead of expecting a raincoat as described, I would describe it more as a flashy jacket for certain occasions, even on foggy days that are not too cold.
