Inappropriate size. Very upset

I wear size 7.5 shoes. I ordered it last year in women's size 8 and was thrilled. I ordered another pair of the same size this year and they are almost an inch smaller than the first pair I ordered (see attached photo). Both say women's size 8, but they are far from the same size. The blades I ordered last year are a 10 1/3, the new ones are a 9 2/3, but they're both said to be a women's size 8. Now I'm so confused about the size. I have to send back and get a bigger size but the 8 I had before was perfect.
