We bought this for our 5 month old puppy after putting up a fence and realizing he was still small enough to climb through. He's still sticking his head over the fence, but that extra buffer is telling him to stop going that far over the fence. It can be a little tricky to put on (and that might be because we have a quirky pup) and it's not as tight as we thought it would be. We measured his neck and he was on the ledge so we chose 13 inches. If I could do it again, I would take a smaller version. Our boy blew a hole in it after just a few uses because once it's around his neck he manages to wrap his mouth around the bumper and keep his mouth on the bumper while it's on.
