The straps are short enough for a kitten but the chest is VERY VERY big/long! My cat is 4 months old but very small. This pendant seemed the smallest of those I could find, at least the straps were the shortest. Tried it on my kitty today, the straps are a good length but the body part is too long. Not just too long, but VERY long. I put together an extra length and it looks like it's 2-3 inches longer. I was going to fold it and sew it 2.5 inches shorter but figured it would fit my large cat. I tried this on my large cat which has grown to about 2 feet long. The straps were obviously too tight for him, but the body part was actually too long for him! If you have a very odd cat, long (about 3 feet long) and very skinny (about the size of a squirrel) then this harness might work. be just a thing for you Or, if you have a pet snake, this might suit him as well. But if you have a kitten or even an adult cat, don't buy this harness.
