You get what you pay for. Yes, they come with SSDs, but be aware that the built-in drives are very old and from previous generations of technology. I buy these laptops for clients quite often and we have an average of 10-15% hard drive failures. I pulled one last week that was from 2014. We got through half of 2019. It's a bit ridiculous, especially when you can get the new Samsung 860 EVO 250GB for $58. I'd rather pay an extra $60 for a refurbished laptop with a new SSD. Another benefit (from a seller's point of view) is that you have less hassle with angry customers with defective products.
