Yes, it can wobble a bit, although mine never did. on the bottom rails, and after a few days they jumped, and it's been their favorite spot ever since. Mirrors are pretty and are more reflective than some claim, but it's not perfect. It's just a little bonus that they stare at from time to time like curious chickens do. My perch had a yellow streak, they didn't really use it for anything other than texture, I feel like it helps keep their feet clean.
