OK. it protects against dust, but not a raincoat. Previously, another pair of eyelets was attached to it. I hate that they got rid of the second set because they fit better on the underside of my bike. I'll have to apply tape and make extra holes so I have holes for the locks (unfortunately I have to keep them closed where I live). Overall this is well put together for the price. Friction on the bike in just 3 months. The latter lasted much longer. They must have changed manufacturers. I'll look around for another brand. Too bad.
