Terribly thin bright yellow stretchy vinyl - I don't know what it's for!

I expected something completely different from the description and the picture and wanted to use it to mend a dog bed that a puppy had chewed. It said it was washable...well, it can't be machine washed. It's bright yellow, translucent (you can see through it), stretches a bit and I can't patch anything with it. I find the description inaccurate, misleading and a waste of money.
