Must be filled with water to operate
Pumps will only run if water reaches/fills the pump inlet at start-up. If there is air in the intake manifold, the pump will not work. So dive in and it works even at low voltage. I discovered this when I wrote to the seller complaining that none of the pumps were pumping water. Not perfect but that's what you get.
