Not High Waist for my opinion
Had to buy larger size, but still sits below waist. Worse than that, the double fabric section of crotch is too short and that is uncomfortable. It's about 1 and 1/2 inch shorter than the Skimp Skamp panties that are not all cotton but fit great. I do like the breathable cotton fabric in this panty. Cotton material has nice soft feel.
