It was defective when I bought it but I found it to work
It was for grandchildren so it sat unopened in the closet for some time. When we first put batteries in and it didn't work we thought the batteries were old (albeit unused and not expired) because when we replaced them with new ones we quickly bought them and they worked. However, after a few days we turned it on and nothing happened. This leads us to believe that there is a short circuit somewhere.
