All the others I've tried don't work. They always remove all hair, even short ones

I used to always buy them at the pharmacy, now I buy them online. These are the only wax strips I would use. All the others I've tried don't work. They always remove all hairs, even short ones, and are great for the face, you can use sharp scissors to cut off the exact piece of eyebrow wax strip.
