Definitely 2 Layers of Ruffles
This swim skirt fits as expected - I wear size 16 jeans and bought an XL. It has 2 separate ruffles which make it look very much like a tennis skirt so it has a little more fullness than what I was originally going for (trying to hide that area, not highlight it!) But I'll keep it because it has good tummy control. The waist goes up to just above my belly button. The shorts attached underneath make it nice as well.
