Stretched length vs extended length - too short

I bought this for my husband to use during a triathlon. The quality is good but not enough for him. The description sounds like it's being stretched to its full length instead of being stretched to its full length. When unstretched, it measures 25 to 30.5 inches. When fully extended it reaches a full length of 46 inches; HOWEVER, any waist over 30.5 inches means the belt is tight around the waist. Returned.
