don't know what happened, maybe a worker picked it up before the enamel/paint was dry. There is another smaller black spot. (They don't come off with soap and water.) The steel and enamel are a little flimsy for the $14.97 + tax I paid for it. There are over 100 tiny imperfections where the enamel/paint isn't thick enough to hide the dust that was on the holder before the paint was applied to it. or the dye bath in which it was immersed was exposed to much dust. Steel is more resistant to chipping than ceramic but more prone to rusting I think. Pad on the bottom is a good design choice. not perfectly fastened, so it is slightly domed and creaks when the O-ring is welded together. The holder has an inside diameter of approximately 5.1 inches with an outside diameter of the lip of 5.4 inches. satisfied.
