Looks like sealant.
Before I bought it I was wondering what the consistency and strength would be like. Turns out it's basically the material used to thermally bond FETs, regulators, bipolar transistors, etc. to PCBs/heatsinks in circuits. Stays on but not strong. It feels like silicone after drying, similar to silicone sealant.
