They don't show up in my Bluetooth devices list

I had a similar MEE Audio M9B headphone that I really liked, but then I lost it so I bought a replacement. Does NOT show up in my Bluetooth device lists on my laptop and phone AT ALL. I tried restarting, updating, deleting connections and everything I could think of. The only thing they do is toggle it on and off. I sincerely regret not checking them when I received them for return. Complete garbage.
