The three holes you use to attach each shelf are 14" on center. Why not make them 16 inches on center so they can hang on the wall at standard spacing? I mean it's for the garage right? Who wants to use dowels when just a few more inches of moving holes to allow for a good connection? Instead of using their hardware, I screwed two 3 foot long 2 x 4 "vertical" brackets to the wall's existing studs and then attached the shelves to the 2 x 4 using the hardware provided Attention from the manufacturers would have made this a no-brainer.
