The bag does not keep its shape, not suitable for feeding yarn; looks cheap

This material is not dimensionally stable and has been smashed to make it cheaper to ship and intends to remain so. No amount of persuasion will ensure it stays in the desired shape unless it's fully stuffed. In this case you can't use it to pass the thread through the holes because it can't move.
