I bought this suit just for the top and I'm very happy with it. The price was reasonable so I felt comfortable buying it for this purpose. Size L fits me as expected. I wear anywhere from a medium to large top and this fits perfectly. If you mostly have a large top and sometimes XL, I would choose XL. I tried on the bottom and thought the sizes were pretty much comparable. Remember that the floor is not "full coverage". Maybe that's why people thought he was small. I was looking for a costume that would hide my 50 year old figure but not make me a matron. That's it. The curve at the top makes it interesting and trendy. I definitely recommend this costume.
