Missing toothbrush at Oral Care

I ordered a set for my two year old sister daughter. I open the package and there is no toothbrush in it so it's frustrating because I gave her a gift and she couldn't use it and if you know anything about autism if her heart is broken because of something it takes forever, until they get over it and unfortunately she didn't have a toothbrush and she was so sad i'm very disappointed
