Ordered this in 12-18 months for my niece (who just turned one).It fit her perfectly—any smaller, and it would have fit too tight. As others have mentioned, this could use more elasticity on the waist and the material (in general). It’s not very stretchy, so order one size up and go from there.Sleeves were a bit too long, but thankfully, folding the floral cuffs solved the problem without changing the overall look! In other words, the floral pattern is on the inside and outside of the cuffs.
