As far as I know, that's how it is.
It says Made in the USA and I have to rely on it, but it shipped from the USA and looks like a quality product. The bottles are durable and will not leak. It has a pretty good spray pattern. There are a few larger drops, but this works well. The caps remain, and that's a double-edged sword. You want it to stay, but that also makes it difficult to remove.
