Review on Hoover 38528 027 Belts: Genuine Pack for Ultimate Performance by Tim Beckett
Belt too short good for changing batteries and parts
The belts received were not 38528-027 but marked 35828-040. Hoover claims that 38528-040 replaces 38528-027. But the new straps are shorter and cannot be donned. I ended up using a belt I bought at Walmart that was designed for another legacy vacuum. This strap was about a quarter inch longer and I was able to fit it. Works perfectly.
