4 clearly shows the hand holding the cone and valve for this tank. I have to admit that I wasn't expecting to find a hand with a tank, but I did expect to find a valve and vent assembly so I could empty the tank without losing pressure. Unfortunately, I received a wonderful tank with no valve or faucet. To put it mildly, the most disappointing. Therefore 4 stars. I'll have to see if I can get a valve and tap to pressurize the tank.
