As described.
The upper sleeve has a recess that holds the lower nut. There are two nuts on each side to prevent loosening. The lower sleeve has a small lip that fits into the upper sleeve. If you are installing through a plate or sheet metal you may still need a lock washer to prevent it from rotating when you loosen the wing nuts.
