YOU MEASURE BY THE OUTSIDE DIAMETER!

The inner diameter is most important due to the mounting of the filler tubes in the tank. These dimensions are given in outside diameters instead of the standard inside diameter. The flange at the bottom is 2 inches, which means 1.5 inches inside.
