Missing parts, parts scattered in boxes, not in parts bin

These are good stools, we ordered a set of 2. The instructions state that before assembly it is necessary to check the presence of all parts. The screws, washers, and lock washers were scattered loosely in the boxes, not in the container they were supposed to be in. We were only able to assemble 1 stool and it is missing 4 washers and lock washers. We don't know how to get a replacement and we may have to go to Lowe to find something to use. Aggravating! They are from China and need to pack their screws, washers etc in a sealed bag or somehow prevent them from loosening in the box so some of them don't get lost in transit!
