Doesn't fit on the tripod legs

When I first used it last night I spent an hour fitting the top part onto the legs so I could attach the phone holder. It doesn't snap into place and I'm afraid it will break if I try to push harder. Not useful unless there's a trick I don't know, but it all seemed pretty easy.
