I had to remove the entire wiring harness and make a new one (this time from a better wire). Upon inspection, it turned out that it wasn't just the first few inches, the cable was rusted along the entire length of the bundle. Do yourself a favor and avoid it like the plague unless you want to repeat your work every 6 months or so.
