Instructions say to use multiple times a day for best results. With that in mind, I would suggest using it at least in the morning, afternoon and just before bed. After doing this for a few weeks, I've found that it really helps with hydration. I haven't noticed any difference in fine lines and it didn't seem to do anything when it comes to lip augmentation. In general, I would put 3.5. I rounded it off mainly because it looks like a good moisturizing lip balm. At its current price of $59, I would expect more than a good lip balm.
