This neck fan is very easy to use. Just charge it up and press the power button. Press once to turn it on, press again for medium, press again for high, press again to turn it off. This is the order. You can't just disable it on low or medium settings. It doesn't bother me, but you should be aware of it. The fan also thinks it might be better for people with larger faces and necks. With my neck, the fan seems too far from my face. I can feel the air against my cheek but not my neck. I would have liked it more if I could control the direction of the air or if it could fold more tightly around my neck. The noise level is quite loud. It's definitely not as loud as a real fan, but because it's close to your ears, you'll hear it all the time while using it. On the LOW setting, you can't hear it about 5 feet away, but the other two settings are loud enough that someone 5 feet away will definitely hear it. I don't really know how to solve this problem because the fan has to spin to generate wind. The fan is pretty light. I don't feel heavy on my neck at all.
