I think it works as intended but to be honest I'm not 100% sure. The reason for the assumption here is the reaction of the neighbor's dog to the noise. I bought this because the dog ruins every time we spend outside. He barks and barks, barks and barks. Neighbors leave him outside barking endlessly for hours. We have two dogs who are very nice, this other dog? Not as much. In fact, the neighbor's dog seems to be out of phase, so I don't know if this is a "product issue" or if the dog is just being stupid. I would recommend trying this out though!
