Doesn't Peel Easily

This HTV vinyl is easy to weed, but it's not hot vinyl. I followed the instructions on the packaging and when I try to take them off the vinyl is not sticking to the t-shirts. Even when I let it cool to a warm crust it stretched the vinyl and the edges still didn't stick to the shirt.
