It fits great. 2 clips are cumbersome to insert.
I used formula for our little chihuahua who weighs less than 5 pounds. It fits great. The 2 clips are annoying when attached to a dog or especially a cat that doesn't want to put a harness on! It worked because it was the only thing small enough for its size. He was constantly itching when wearing it. And he wouldn't do it if he wasn't around, so I'm not sure what itches on him so much.
