I had new rechargeable batteries purchased a few years ago in an unopened sealed Eveready blister pack. They registered zero voltage on multimeter before inserting them into the EB charger. I feel there is some kind of electronic device built into this charger not allowing completely dead batteries to be charged, since when I placed the batteries in the EBL charger the led lights blinked RED indicating a problem. OK! I found a way to beat this on youtube (my fave) if you take two other good fully charged same voltage batteries and touch good battery + plus to dead battery + plus and at same time touch good battery - minus to bad battery - minus. (you're charging with twice the voltage)The dead battery then remembers it's rechargeable.I changed my rating from a 1 star to a 5 star due the concern follow-up the seller offered, great customer care and service. After doing some tinkering, I cannot definitively say the charger will not charge batteries which show no voltage at all on a multimeter, due the fact that another reviewer said it will. Perhaps I had brand new batteries that had never been charged initially, and as I said above, they were enclosed and stored for a few years. I tried other batteries that did have a slight charge and the EBL charger worked well.
