When it arrived it was in a new box which is.
When it arrived it was in a new sealed box. However, the contents of the cartridge did not look new as the printer continued to indicate a low level of black ink. I think someone made a mistake and accidentally loaded a used cartridge into the box. Or maybe the cartridge was just defective (I'm sure it happens). I sent it back for a replacement.
