To start a fire you need something to ignite it, a spark and OXYGEN. Lighter fluid gives off gas, and that's what you light up. So if the chimney is full of lighter fumes, it will be very difficult to get even light out of it. It's better to fill it halfway every other day than to fill it up like a car every 2 weeks.
