Cutter does not work as described

Instructions in the box are illegible. I bought a set with recommendations so it came with buckles. I had to search UTUBE for a video on how to use the cutter, that's impossible. Once you buckle the handle it will not be easy to slide the end through the cutter as the blade will change position when the strap is under the handle. Luckily I only have a few items to bind.
